(一)改革公有制的实现形式是完善计划与市场结合的经济基础实现计划与市场的有机结合的基础是社会主义商品经济,也即社会主义公有制与商品经济统一与结合的经济。公有制能否与商品经济结合?传统的社会主义实践所构造的全民所有制的国有国营的实现形式,由于利益主体的单一性和管理形式的直接性,与商品经济是相排斥的,在此基础上所建立的产品型行政化的计划经济体制同市场调节是不能结合的。在传统体制下虽在一定范围仍存在商品生产和商品交换,但那也主要是因为存在着全民和集体两种公有制的形式;即便如此,也还受到传统思想和行政性的一些限制。因而,这些交换实际上已失去市场本来的意义。

Even so, they are subject to some limitations of traditional thinking and administration. As a result, these exchanges have in fact lost the original meaning of the market.
