在建立经济特区后,我国又在一些沿海开放城市建立了经济技术开发区。它们借鉴经济特区的经验,执行经济特区的某些特殊政策,同时又具有自身的特点。经济技术开发区的建设,已经取得巨大的成绩。当前,从理论和实践的结合上对经济技术开发区建设的有关问题进行探讨,不仅对促进经济技术开发区建设的健康发展十分重要,对研究经济特区问题也会有一定参考意义。一、关于经济技术开发区的发展目标和发展步骤在兴办经济技术开发区之初,国务院规定了经济技术开发区的主要任务是:“大力引进我国急需的先进技术,集中举办中外合资、合作、外商独资企业和中外合作的科研机构,发展合作生产、合作研究设计,开发新技术,研制高档产品,增加出口收汇,向内地提供新型材料和关键零部件,传播新工艺、新技术和科学的管理经验。有的经济技术开发区,还需要发展为国际转口贸易基地。”应该说,这一规定是正确的。它强调了开发区在引进先进技术、从事技术开发方面的作用。是一个较高的目标。但是,从这几年的实践看,由于开发区大多数是在未开发的荒地上兴建,需要大量投资,而国家财力有限,不
