在经历了2003年的疯涨之后,上海市政府、上海市房地局等有关主管部门遭受到前所未有的质疑。 房价的过高、投资过度让很多人买不起房子,对于政府来说,不可能眼看着这样的情况一直发展下去,何况,短期的恶性投机将扰乱房地产市场,市政府不能坐视不理。 但同时,GDP仍然作为考核地方政府官员主要指标,房地产投资的增长无疑将推动GDP的增长。据权威部门测算,2003年,房地产行业对上海市GDP贡献率高达7.4%。 面对着不断上涨的房价,上海市政府陷入了两难的境地。
