为贯彻落实党的十六大提出的“健全现代市场经济的社会信用体系”的工作目标,根据全国整顿和规范市场经济秩序工作会议精神,按照全国社会信用体系建设工作的统一部署,近日,重庆市人民政府发出渝府发[2003]43号文件,结合实际出台了《重庆市社会信用体系建设方案》。《方案》明确,重庆市社会信用体系建设的总体目标是:经过3至5年的努力,逐步实现“一个保障、两个平台、三大体系”的社会信用体系框架。建立健全信用制度和信用标准及有关法规,为社会信用体系提供法规保障。建立信用信息基础平台,为社会信用体系提供服务和应用的技术支撑;建立信用监管平台,为信用征集、信用评估、信用查询、信用公示、信用管理等提供规范的运行机制和创造良好的市场环境。构建政府、企业和个人三大信用体系,初步形成重庆市社会信用体系的基本框架。进一步完善“守信于民、服务社会”的诚信服务型政府,建立诚信守法的企业信用体系,初步搭建符合重庆实际的个人信用体系的基础。推进中介服务行业诚信建设,推进重点行业诚信建设,建立信用
