从计划经济转向市场经济,要根据各种产权制度优势和最佳活动领域,调整国有产权结构。相对于内部经济领域,外部经济领域是更适宜发挥国有产权制度优势的领域。因此,要把外部经济领域作为社会主义市场经济条件下国有资产配置的主要领域。由于经济活动的外部性是动态变化的,国有产权的结构调整应是一项经常性工作。
From the planned economy to the market economy, we must adjust the structure of state-owned property rights according to the advantages of various property rights systems and the best areas of activity. Compared with the internal economic field, the external economic field is an area that is more suitable to take advantage of the state-owned property rights system. Therefore, we must regard the external economic field as the main field of allocation of state-owned assets under the conditions of the socialist market economy. As the externalities of economic activities are changing dynamically, the structural adjustment of state-owned property rights should be a regular job.
