我校财经学院沈宏益教授编著的《新时期西藏农牧民持续增收的财政政策设计》已由中国社会科学出版社于2013年11月出版发行,该书立足于西藏农牧业发展特点和现行财政支农政策,提出了随着西藏农业经济发展形势变化和农牧民增收所面临新的环境与困境,需要不断调整和创新财政支农政策,一是夯实农牧民增收基础;二是提高农牧民增收潜力;三是改善农牧民增收环境;四是降低农牧民经营风险;
The “Design of Fiscal Policy for Sustained Income Increase of Tibetan Farmers and Pastoralists in the New Era” by Professor Shen Hongyi of the School of Finance and Economics of our University was published by China Social Sciences Press in November 2013. The book is based on the characteristics of the development of agriculture and animal husbandry in Tibet and the current fiscal Supportive agriculture policy, put forward that with the change of agricultural economic development in Tibet and the new environment and predicament confronting farmers and herdsmen, it is necessary to constantly adjust and innovate the policy of financial support for agriculture.
