为规范公式定价进口货物的海关完税价格审定工作,便利企业通关,海关总署根据《中华人民共和国进出口关税条例》和《中华人民共和国海关审定进出口货物完税价格办法》的规定,于2005年3月发布11号公告加以规定,并要求各口岸海关据此制定相应的操作细则。对于签订公式定价合同的企业,应及时了解海关对公式定价货物的通关新政策,改变通关思路,充分利用新政策带来的契机．达到高效通关目的。
