随着经济的发展,社会的进步,国家和社会对农民工的养老保险问题经历了忽视、漠视到重视的变化路径。随着农民工群体的不断扩大,其养老保险问题得到国家的高度重视。2009年12月28日国务院出台的《城镇职工养老保险暂行办法》(简称《暂行办法》)①,首次明确将农民工纳入城镇职工养老保险体系中,有利于真正实现跨省转移,解决以往农民工养老保险关系转移困难的问题。新政策的出台,引起社会广泛的关注。本文通过对新政策实施困境的分析,从中意识到新政策的出台并不意味着农民工养老保险问题得到完全解决,对此提出对策及建议。

Through the analysis of the plight of the implementation of the new policy, I realized from the realization that the introduction of the new policy does not mean that the problem of pension insurance for migrant workers has been completely solved, and put forward countermeasures and suggestions.
