全国人大代表、中国工程院院士王梦恕在“两会”期间提出,建立国家石油战略储备已非常迫切,我国目前已掌握了海底储油修建技术,攻克了修建大型石油储藏洞库难题。他说,国家石油战略储备工程有望年内开工。由中铁隧道集团、北京交通大学完成的“大型地下水封式液化石油气储藏洞库修建技术”3月初获得建筑业最高科技奖--华夏建设科学技术奖2004年度一等奖,同时还有9项与国际接轨的最新前沿科技成果荣膺最高奖。王梦恕等专家对此给予高度评价,
