一、总则为了全面贯彻执行党中央、国务院关于“大矿大开,小矿放开,有水快流”的方针和对群众采矿要“放开、搞活、管好”的指示,进一步调动城乡集体和个人办矿的积极性,并加强对这项工作的领导、管理和监督,使我国的黑色冶金矿产资源得到更加合理、更加充分的开发利用,特制订本管理办法。
