政府是否应该参与区域产业转移,以及如何参与区域产业转移,在学术界存在激烈的争论。近年来区域产业转移的理论研究开始纳入政府作用因素。有关争论集中表现在政府参与区域产业转移的合理性、途径和方式三个方面。因此本文通过从宏观经济政策、中观产业发展以及微观企业逐利行为三个方面,就产业转出地和产业承接地两个角度分析影响产业转移的推力、拉力和阻力等因素,揭示政府参与区域产业转移的应该充当什么样的角色才能使区域产业转移更加合理和有。
Whether the government should participate in the transfer of industries in the region and how to participate in the transfer of industries in the region have fierce arguments in academia. In recent years, the theoretical study of regional industrial transfer began to incorporate the role of government. The debate focused on the government involved in the regional transfer of the rationale for industry, ways and means of three aspects. Therefore, this article analyzes the factors that affect the transfer of industry, such as the thrust, tension and resistance, from the perspectives of macroeconomic policy, development of mid-sized industries and profit-seeking behavior of micro-enterprises from two perspectives: the transfer of industries and the undertaking of industries, What kind of role should the regional industrial transfer play in order to make the industrial transfer in the region more reasonable and effective?
