从图4可看出,将IT系统外包给专业的IT公司来建设、管理和维护占了相当比重,占到民航业IT项目建设一半以上的比例。这是由于航空业比较标准化,在国外具有成熟的外包市场环境,而且国内的大部分应用系统开发商一般不具备开发大型航空业务系统的背景和经验。因此,民航企业倾向选择外包的形式来减少IT项目建设投资,缩短系统实施周期,降低企业风险。
As can be seen from Figure 4, IT systems are outsourced to professional IT companies to construct, manage and maintain a considerable proportion, accounting for more than half of the civil aviation IT projects. This is because the aviation industry is relatively standardized and has a mature outsourcing market environment in foreign countries. Moreover, most domestic application system developers generally do not have the background and experience of developing large-scale aviation business systems. Therefore, civil aviation enterprises tend to choose the form of outsourcing to reduce investment in IT project construction, shorten the implementation cycle of the system and reduce the risk of the enterprise.
