(一)加强和改进党的基层组织建设的重要意义。加强和改进党的基层组织建设,是党的一项基本建设、基础工程。我国有5400多万党员、330多万个基层党组织。这些基层党组织是党的组织系统中的基本细胞,是党联系群众的桥梁和纽带,是党的全部工作和战斗力的基础。无论是贯彻党的路线、方针、政策,联系群众、宣传群众、组织群众、团结群众,还是教育党员、管理党员,发挥党员的先锋模范作用,都要靠党的基层组织。只有基层党组织是坚强和活跃的,全党才可能是坚强和活跃的。中国共产党作为一个领导着世界上人口最多的国家的执政党,要使国家富强,民族兴旺,要靠中央的路线、方针和政策的正确,要靠地方各级党委卓有成效的组织和实施,同时也要靠有凝聚力和战斗力的基层组织。党要管党,一个重要方面是把党的基层组织管起来,管好。抓好党的基层组织建设,就为加强整个党的建设打下坚实的基础。
