改革破案机制,调整派出所工作重点,建立新的公安工作运行机制,是各级公安机关正在研究、探索的重大课题。1997年以来,浙江省各级公安机关根据公安部及省厅党委的总体要求,以刑侦部门为破案主力军,派出所为防范主力军,推进打击防范工作步入良性循环的轨道为目标,构筑了以刑侦为主体,派出所为依托,多警种协同,诸手段并用,跨区域协作,职责明确,考核科学,上下畅通,反应快速,运转高效的新的破案机制。确定全部刑事案件立在刑侦部门,刑侦部门承担绝大部分现场勘查和必须经过专案侦察才能破获的刑事案件的侦察任务。在案件较多,警力相对充足的城市市区、县(市)城关镇、主要集镇建立刑警中队,其他派出所设刑侦组或配备刑侦专干,刑警中队直属大队或派驻派出所,实行刑警大队和派出所双重领导。目前,改革试点单位新的破案机制已具雏形,并已投入运行。在运行过程中,有一个至关重要的问题,就是正确认识派出所在侦破刑事案件中的地位和作用,找准破案与防范管理的衔接点,理顺刑侦部门与派出所的关系,防止打击与防范相互脱节、顾此失彼,确保新的破案机制和防控机制协调高效地运转。
