我们财政工作正面临着一个新的形势。城乡社会主义教育运动取得了很大的成绩,广大群众的政治觉悟和革命干劲正在进一步地提高。全国工农业生产已经出现了新的高潮,比学赶帮的增产节约运动正在健康地深入地向前发展。同时,全国人民正在响应全国人民代表大会常务委员会的号召,以实际行动做好各种准备,支援越南人民抗美爱国的斗争。这种大好的形势,给财政工作提出了更高的要求和更繁重的任务。当前形势要求财政部门必须大力促进增产节约,努力增收节支,更多更好地积累资金,保证生产建设和国防备战的需要。我们不仅要千方百计地完成规定的收入任务,而且要努力
Our financial work is facing a new situation. The socialist education campaign in urban and rural areas has made great achievements. The political awareness and revolutionary vitality of the general public are being further improved. There has been a new upsurge in the country’s industrial and agricultural production. The mass-production and conservation movement that is richer in science and education is now going well in a healthy and in-depth manner. At the same time, people across the country are responding to the call of the Standing Committee of the National People’s Congress and taking practical actions to make preparations in support of the Vietnamese people’s struggle against U.S. patriotism. This magnificent situation has set higher demands and heavier tasks for the financial work. The current situation requires that the financial sector must vigorously promote production increase and saving, strive to increase revenue and reduce expenditure, accumulate more and better funds, and ensure the needs of production and construction and for national defense readiness.
