在我国社会经济发展过程中,从来没有像目前这样强调自主创新能力的建设。为了有效地开展对自主创新能力建设的宏观指导,有必要根据自主创新能力的主要构成要素和系统结构建立相应的监测评价指标体系。
In our country’s social and economic development, we have never stressed the importance of building an independent innovation capability so far.
