Building a New Socialist Countryside is a major strategic plan for rural construction in the new period proposed by the Fifth Plenary Session of the 16th CPC Central Committee. This article elaborates in detail and profoundly from the current situation and existing problems of the rural flood control and drainage project in Shenyang City, the countermeasures to solve the rural flood control and drainage project and the problems that should be paid attention to in the flood control and drainage project construction.
