事业单位出现了明显的在编与非在编人员的“双轨制”问题。本文通过对6省市部分事业单位及其非在编人员问卷调查结果的分析,得出非在编人员社会保险情况得到改观但工资福利待遇仍然较低、非在编人员工资低于市场工资水平、工资激励效果仍然不佳等结论。在问题分析的基础上,本文提出了下一步事业单位非在编人员工资应该如何进行管理的对策建议。
Institutions appeared in the editing and non-editing staff “double-track ” issue. Based on the analysis of questionnaire survey results of some institutions and their non-staff in 6 provinces and cities, this paper draws a conclusion that the situation of non-staff social insurance has been improved but the wage and welfare benefits are still low, the wages of non-staff members are lower than the market wage , Wage incentive effect is still poor and other conclusions.
