养老已经成为影响我国经济发展、社会和谐稳定的重大问题之一。养老标准体系的构建是保障老年人的根本利益,提高老年人的生活质量,规范养老服务市场的重要抓手。我国目前的养老体系存在着“碎片化”、“操作性不强”、“制约性不足”、“理论滞后”、“研究人员匮乏”以及“各自为政”的问题,亟待从标准体系的顶层设计入手,厘清我国现存问题,积极推进养老服务标准化建设,才能促进养老资源的优化配置,提升经济效益和社会效益,确保养老事业健康有序的发展。
