一、对首都基础教育发展形势的基本判断从现在起到2020年,是我国全面建设小康社会、加快推进社会主义现代化建设的关键时期。中华民族的伟大复兴,关键靠人才,根本在教育。温家宝总理在2010年的《政府工作报告》中强调,要实施科教兴国战略和人才强国战略,优先发展教育事业,抓紧启动实施《国家中长期教育改革和发展规划纲要(2010-2020年)》(以下简称《纲要》)。
