省政府同意省水电厅《关于进一步加快水利建设的意见》,现批转各地,请认真贯彻执行。’水利是农业的命脉,是国民经济的基础产业。水利基础设施建设上不去,就谈不上农业的稳定增长和国民经济的持续、快速、健康发展。农业和国民经济越发展,水利基础设施的地位就越显得重要。各级政府一定要高度重视水利建设,立足长远,狠抓当前,扎扎实实地搞好以水利建设为重点的农田水利基本建设,为实现今年农业恢复性增产和为本世纪末全省农村实现小康目标,奠定坚实的基础。
