今年7月1日是《中华人民共和国水法》颁布实施十周年。《水法》作为自然资源法之一,它在水利法制建设、水资源的开发利用以及水资源保护等方面发挥着极其重要的作用。十年来,各级水行政主管部门在同级人大及政府的领导下,认真履行《水法》所赋予的职责,在贯彻实施《水法》方面取得了很大的成绩。一是水利法制体系建设初具规模。从中央到地方都制定了一批与《水法》配套的法规和规范性文件,水行政执法体系已初步建立并日趋完善;二是依法治水,依法管水的力度有所加强,维护了良好的水事秩序,从根本上规范了水事活动,维护了社会的安定;
July 1 this year is the tenth anniversary of the promulgation and implementation of the “Water Law of the People’s Republic of China.” As one of the natural resource laws, “Water Law” plays an extremely important role in the legal construction of water conservancy, the development and utilization of water resources and the protection of water resources.
