基于人民主体观的政府责任伦理的内涵包括:政府应当顾及政策善的本质;政府应当顾及手段选择的正当性;政府应当积极为行为结果承担责任。政府责任伦理实践中面临:政府工作人员多重角色、政府机构工具理性膨胀、公民社会公共理性欠缺等困境。政府责任伦理的实现途径:增加决策的透明度,提高决策的科学化水平;增进制度本身的善,推进政府制度伦理建设;培育公共理性,提高人民群众的认知判断能力;坚持人民主体地位,发挥人民主体的核心的引导作用。
The ethical connotation of government responsibility based on the concept of the people’s subjectivity includes: the government should take into account the nature of policy goodness; the government should take due account of the legitimacy of the choice of means; and the government should take active responsibility for the result of the act.
