党的十七大报告提出:“要把反腐倡廉建设放在更加突出的位置,旗帜鲜明地反对腐败。坚持标本兼治、综合治理、惩防并举、注重预防的方针,扎实推进惩治和预防腐败体系建设,在坚决惩治腐败的同时,更加注重治本,更加注重预防,更加注重制度建设,拓展从源头上防治腐败工作领域。”这是我们党对党风廉政建设和反腐败工作的新定位,也是对全党提出的新的、更高的要求,为我们进一步理清反腐倡廉工作思路,探索反腐倡廉工作方式、方法和措施指明了方向。
