1991年2月21日,中国财政学会组织在京的财政界部分专家学者就《中共中央关于制定国民经济和社会发展十年规划和“八五”计划的建议》(以下简称《建议》)进行了座谈.中国财政学会副会长陈如龙、田一农、许毅参加了会议.会议由陈如龙主持.与会同志主要就《建议》涉及的财政问题展开了热烈讨论.会上未得及发言的同志会后向财政学会秘书处递交了书面发言.现将发言内容摘要如下:许毅:经济决定财政,财政是经济的综合反映.当前的财政困难实际上是国民经济困难的集中反映.因此,解决财政困难不能就财政论财政,必须立足于解决国民经济的困
