泉港区位于福建沿海中部,湄州湾南岸,泉港的前身为肖厝经济开发区,是国家和福建省重点开发地区。泉港区陆域面积321平方公里,海域面积105平方公里,人口37万人,是国家规划建设的全国最大的石化基地之一,是交通部规划的中国21世纪的四大货运中转中心之一,也是福建省批准的、要建设的现代化港口城市,这里有着其他地方难以相比的独特和巨大的发展潜力。
首先,这里有一个被誉为“中国少有,世界不多”的天然良港。泉港处在湄洲湾南岸。1921年孙中山先生在《建国方略》一文中提出要把湄洲湾建设成为“东方第一大港”。这里水深港阔,避风条件极好,没大的河流经过,20-30万吨的巨轮可以畅通无阻。世界银行中国贷款监理团团长皮安南先生视察肖厝港后,赞不绝口地说,这不愧为世界少有的天然良港,“是上帝对这里的一个恩赐”。
其次,这里有良好的基础设施条件。泉港现有10万吨油码头一个、5000吨、3000吨、1000吨成品油码头各一个,有五万吨的集装箱码头一个,万吨杂货码头2个。正在建设的有5万吨液体化工码头和10万吨化工仓储码头,在做前期准备工作的有30万吨油码头一个,3万吨化工码头一个。国务院已批准泉港为国家一类口岸,并在泉港设立海关、商检、卫检、动植物检、边检、口岸办等机构。区内有铁路高速公路,周边有三个机场。
第三,这里有许多大工业可以依托。区内现有年加工原油400万吨炼油厂、年产七万吨聚丙烯厂、4万吨烧碱、2万吨环氧丙烷和聚醚及10万吨聚苯乙烯等的工厂。正在做前期工作准备动工的有800万吨炼油厂,80万吨乙烯,45万吨聚乙烯,30万吨聚丙烯,30万吨聚氯乙烯,38万吨聚苯乙烯,6 万吨的EPS,10万吨的SBS和SBR等的工厂。不久的将来,泉港将成为世界上著名的四大通用塑料基地。
第四,这里有着良好的区位优势。泉港处中国经济最繁荣的东南地区的中部,与上海相距510海里,与广州相距540海里,与台湾隔海相望。作为中转港口,具有距离短,运费省,幅射广的特点,是一个极具发展潜力的地方。
第五,这里有良好的政策优势。泉港区是中国开放城市泉州市的一部分,泉州市有的优惠政策,泉港均可享受,福建省赋予特区、开发区的政策也可以享受。在泉港投资的台资企业,凡科技先进,规模较大的企业,还可享受台商投资区的政策。省政府还赋予泉港相当于地级市的经济管理权限,3000万美元以下的项目,泉港区可以自行审批。为了进一步扶持在泉港的企业,区政府还制定了鼓励海内外企业到泉港投资的办法。凡在泉港投资的企业,除享受国家、省、市赋予的政策外,我们还将协调金融部门给予资金支持。
泉港区确立了“让别人发财,求自己发展”的服务宗旨,提出今天能办的事不拖到明天,现在能办的事立即就办。实行一个“窗口”收费,“一条龙”服务。成立咨询服务公司,免费为海内外客商代办一切手续。凡在泉港投资的企业,只要交齐了告知的证件,其他手续由咨询服务公司在规定的时间内办妥,企业只要把精力集中在抓紧建设和搞好生产经营上。对投产的企业,我们实行收费卡制度,严禁向企业乱收费。同时,设立外商投诉中心,及时受理外商的申诉,及时解决在泉港的企业遇到的问题和困难。
在泉港的发展中,伴随着大工业的发展和现代化城市的建设,这里展示了大量的商机。大量的油料和液化气的生产,可以发展与之相配套的油品加工业、精细化工业、运输业、销售业、保温材料业、防腐材料业、化工机械制造业、零部件加工业、液化气瓶生产业等;大批化工项目的投产,可以发展塑料加工业、化工纺织业、泡沫塑料业、橡胶业、制鞋业等;国家粮食储备库的建设,每年可提供上亿斤粮食上市,可以发展粮食交易市场和食品、饲料加工业;泉港科技工业园、沿海出口加工区和海峡两岸石化合作示范区的规划建设,为各种企业提供了发展的广阔空间。码头和火车站的建设,可以发展仓储业,出口加工业、运输业;城市规划和建设的实施,可以发展房地产业、商业、服务业、娱乐业、建材业和其他第三产业。
Quangang Districet:Agiant Petrochemical City in the Making

Quangang District is located on the southern side of the Meizhou Bay on the coast of Fujian province, southeast China. It has a population of 370,000 and covers 321 square kilometers in area. It used to be an economic development zone.
Quangang is developing into one of the country‘s biggest petrochemical bases according to a state plan, into one of China‘s four major cargo transshipment centers in the 21st century according to a plan of the Ministry of Transport, and into a modern port city according to a provincial plan. It is no coincidence that authorities at different levels chart grand roles for Quangang in the near future because it has great development potential rarely seen elsewhere in the country.
First, it is a fine natural port. It is endowed with all conditions that make for a world-class sea port. Quangang is located on the southern coast of the Meizhou Bay. In 1921, in his Blueprint for the Development of China, Dr. Sun Yat-sen proposed building the Meizhou Bay into "the No.1 port in the east." The bay is vast in area, has a great water depth and is well protected from gales from the sea. Ships of 200,000-300,000 dwt-class can sail freely into the bay and out. "This is really a fine port rarely seen elsewhere in the world," a visiting World Bank official says. "It is God‘s gift for the area."
Second, it has good infrastructure. Infrastructure facilities include: a 100,000-ton petroleum terminal, three oil product terminals able to accommodate respectively 5,000-dwt, 3,000-dwt and 1,000-dwt tankers, a 50,000-dwt container terminal and two10,000-dwt sundry goods terminals. Under construction are a 50,000-dwt liquid chemicals terminal and a 100,000-dwt chemicals warehousing wharf. And preparations are being made for the construction of a 300,000-dwt petroleum terminal and a 30,000-dwt chemicals terminal. The State Council has designated Quangang as a Grade-1 port and set up customs, commodity inspection, animal and plant quarantine and border control offices at the port. A railway and a freeway cut through the district, and three airports lie in its vicinity.
Third, existing big industrial enterprises in the district can serve as sources of raw materials for the development of other businesses. At present, the district is home to an oil refinery able to process 4 million tons of crude oil a year, a 70,000-ton/year polypropylene plant, a 40,000-ton/year soda ash plant and a 100,000-ton/year polystyrene plant. Preparations are being made to build more petrochemical plants in the district. They include: an oil refinery able to process 8 million crude oil a year, an 800,000-ton/year ethylene plant, a 450,000-ton/year polyethylene plant, a 300,000-ton/year polypropylene plant, a 300,000-ton/year PVC plant, a 380,000-ton/year polystyrene plant, a 60,000-ton/year EPS plant and a 100,000-ton/year SBS plant. In the near future, Quangang will become one of the world‘s four major general plastics production bases.
Fourth, Guangang is strategically located. Lying at the center of southeast China, economically the most developed area in China, it is 510 nautical miles from Shanghai and 540 nautical miles from Guangzhou and faces Taiwan across the sea.
Fifth, preferential policies are applied here. Quangang is part of Quanzhou, one of the cities that opened earliest to overseas investment. All preferential policies meant for open coastal cities are applicable in the district. Quangang itself can approve projects involving an investment of no more than US$30 million each. For Taiwan businesses investing in high-tech, big projects in the district, policies meant for development zones reserved for Taiwan investors are applicable. Investors are also eligible for financial support from local banks.
The district administration provides free, one-stop services to investors. It has this slogan to guide its daily work: "Let investors make money so that we can prosper."
With its well-developed infrastructure and industrial foundation, Quangang offers a great array of business opportunities. In connection with its petroleum and petrochemical industries, there are opportunities to develop oil product processing, fine chemicals, transport, insulation materials, anti-corrosion materials, chemical machinery, and LPG cylinder industries. In connection with its chemical industry, there are opportunities to develop plastics processing, chemical-textile, foamed plastics, rubber and shoe industries.
Plans are underway to build in Quangang a science and technology industrial park, a littoral export-oriented processing zone and a Two-Sides-of-the-Strait Cooperation Demonstrative Zone. These, too, provide great room for the development of various lucrative businesses.■
