中共中央《关于加强党的建设几个重大问题的决定》指出:“要制定和实行党政领导干部选拔任用工作条例,使选拔任用干部的工作规范化、制度化”。按照这一精神,联系近年来选拔任用干部工作实际,研究和探讨实行推荐考察干部工作责任制的可行性,既是“制定和实行党政领导干部选拔任用工作条例”不可缺少的内容,也是提高选拔任用干部质量的重要保证。
