当前社区警务改革过程中过于依赖行政引导 ,偏重于解决外部条件及财力、警力问题 ,这与“警力有限 ,民力无穷”的指导思想不尽相符 ,不利于社区警务改革的长远发展。因而 ,必须强调适应性 ,即与社区建设相适应 ,与治安实际相适应 ,与警务状况相适应 ;必须突出针对性 ,即科学划分社区 ,合理配置警力 ,管理服务前移 ;必须明确规范性 ,即规范警务点的设置 ,规范社区警务运作 ,规范社区警务考核监督机制 ;必须讲求整体性 ,即与社区建设整体推进 ,与公安运行机制改革整体推进 ,与发挥派出所的整体功能相呼应。
