政府绩效测评是应用绩效测评的理念来衡量政府的工作成果,它既有助于提高资源投入的效益,同时,其测评结果也有利于政府明确问题所在。本文在深入探讨政府绩效的内涵,总结各国政府绩效测评的经验与教训基础上,结合政府绩效测评在中国发展的实际状况,构建起一个适合中国国情省情的政府绩效测评体系。
Government performance appraisal is the application of the concept of performance appraisal to measure the work of the government, which not only helps to improve the efficiency of resource investment, at the same time, the test results also help the government to clarify the problem. On the basis of deeply studying the connotation of government performance and summing up the experiences and lessons of government performance measurement in various countries, this paper constructs a government performance evaluation system that is suitable for the situation of China’s national conditions based on the actual situation of government performance evaluation in China.
