随着远程教育的有关问题变得越来越复杂,美国政府的有关部门制订一项便于澄清问题的法律只是一个时间问题了。1996年8月,美国国会通过了公共法104—104通信法案,以期澄清现有的种种问题。其中,该法案针对可能影响到远程高教的诸多传媒因素设立了参数。涵盖法案的内容包括了如下领域:相互联接的协议和障碍;通用服务;残疾人的入学;互联的协调;基础设施的分享;通信传送公司;反对歧视原则。虽然,针对美国社区学院、综合性大学和教授远程教育课程的机构的立法效果如何还有待观察,但是州和联邦政策的制定者都已经发现,技术的介入和发展迫使他们紧急思考这些问题。
As the issues related to distance education become more and more complex, it is only a matter of time before the relevant U.S. government departments formulate a law that facilitates the clarification of the issue. In August 1996, the U.S. Congress passed the Public Law 104-104 Communications Act with a view to clarifying the existing problems. Among them, the bill set out parameters for many of the media factors that may affect distance higher education. Coverage The bill covers the following areas: interconnected agreements and obstacles; universal service; access for persons with disabilities; interconnection coordination; infrastructure sharing; communication transmission companies; anti-discrimination principle. Although it remains to be seen how the legislative effects of institutions specializing in community education in the United States, polygamy and distance education programs, state and federal policymakers have found that the intervention and development of technology compel them to think critically about these issues.
