我在抗日战争、解放战争、建国以后三个时期都从事财政工作,这三个时期里的财政工作各有各的困难,都不好做。但比较起来,建国以后的财政工作还是比解放战争时期好做一点,而解放战争时期,又比抗日战争时期好做一点。回想起来,解放战争特别是抗日战争时期的财政工作真难做呵!现在我想就抗日战争和解放战争时期晋冀鲁豫边区的财政工作是如何取得胜利的,基本经验是什么,谈几点看法。有些经验,我在前十一篇文章中,已陆续谈到了。现在为结束这个片断的回忆,有必要再集中地谈以下几点:
