第一条为了贯彻实施《云南省严禁毒品的行政处罚条例》的有关规定,特制定本办法。第二条凡吸食毒品的行为都是违法行为,必须严厉禁止。本办法所称的吸食(含注射,下同)毒品,是指吸食鸦片、吗啡、海洛因等能够使人形成瘾癖的麻醉品。第三条对查获的毒品和吸毒用具,由公安机关依法没收。第四条对吸食毒品者除依照《中华人民共和国治安管理处罚条例》、《云南省严禁毒品的行政处罚条例》处罚外,依照本办法实行戒除。戒吸毒品分别采取限期戒除、集中戒除、强制戒除的方法。第五条机关、社会团体、企业事业单位,乡(镇)人民政府和城市街道办事处,都有责任做好严禁吸食毒品的宣传教育工作,协助公安机关查处吸食毒品行为。
Article 1 These Measures are formulated in order to carry out the relevant provisions of the “Regulations on the Administrative Punishment of Drug-Free Products in Yunnan Province”. Article 2 All acts of taking drugs are illegal and must be strictly prohibited. The term smoking (including injection, the same below) drugs, refers to the abuse of opium, morphine, heroin and other addiction can addiction to the formation of narcotics. Article 3 The seized drugs and drug-taking utensils shall be confiscated by public security organs according to law. Article 4 Those who take drugs shall be punished in accordance with these Measures except in accordance with the Punishment Regulations of the People’s Republic of China on Public Security Administration and the Regulations on the Administration of Drugs Banned Drugs in Yunnan Province. Abstain from taking drugs to take a deadline to quit, focus on quit, forced quit. Article 5 Institutions, social organizations, enterprises and public institutions, township (town) people’s governments and urban sub-district offices all have the responsibility to do a good job of publicity and education on drug-free drugs and assist the public security organs in investigating drug-taking activities.
