从严控制社会集团购买力,不仅有利于增收节支和缓和市场商品供应,而且对发扬艰苦创业、勤俭节约的优良传统,实现清廉从政,具有重要作用。这是治理经济环境、整顿经济秩序、全面深化改革的一项重要措施。各级领导机关和领导干部必须充分认识这项工作的重要意义,带头执行各项规定,认真把这项工作抓好.现根据国务院决定精神,结合我省实际,提出以下贯彻意见,请一并遵照执行。
