近年来我国新型社会主义市场经济体制正在逐步形成。标准化工作如何适应市场经济的发展,是大家经常探讨的一个重要问题。《标准化法》的颁布实施使产品标准有了强制性与推荐性的区别,经过清理整顿,冶金产品标准除少数关系到人民生命财产安全的标准定为强制性标准外,绝大多数标准都划成了推荐性标准。这就给用户和生产厂家都提供了更大的选择余地,用户可以按照自己的需要向厂家提出要求,生产厂可以根据用户的要求制定标准组织生产。但是,用户的要求是否都可以满足呢?有人提出的“用户需要就是标准”的观点是否完全正确呢?恐怕还不是那么简单,在实际工作中我体会到,对于“用户”和“用户要求”都是有着两重性的。
