保障性住房既是事关社会和谐稳定的民生工程,也是现阶段调整多元化住房供应体系的重点,同时在当前整体经济增速趋缓以及房地产限购、限贷政策的双重影响下,住宅投资增速出现大幅下滑,保障性住房建设对于稳定投资的功能更加凸显。因此,应利用好现阶段大规模建设保障性住房的时机,解决保障性住房建设的难点问题,切实发挥保障性住房对于“惠民生、调机构、稳投资”的作用。保障性住房对“惠民生、调结构、稳投资”的作用保障性住房在解决中低收入住房困难,构建合理的住房供应体系,稳定住宅投资等方面,兼具多种功能:
