四川省西充县地处川东北浅丘陵区,全县共有公路里程1851公里,其中国道37.5公里,省道40公里,其余的都是县、乡、村道;有各类机动车9300余辆,驾驶员13000余人。该县交通警察大队只有20多名民警,除维护县城和国道、省道以及中心集镇的交通秩序外,无力顾及农村地区。占全县公路里程89％的乡村道路几乎成了管理上的“真空地带”,
