目的了解湖里辖区用人单位职业病危害项目申报工作现状及存在问题,为保障劳动者健康权益,加强项目申报管理提供依据。方法对辖区72家企业职业卫生管理者调查问卷并统计分析。结果企业进行职业病危害项目申报的原因依次为:职业病防治法规要求、监管部门要求、体系认证要求、客户要求等。申报时进行解释说明者占88.9%。受理申报后有79.2%经过核实,有63.9%的管理者接受过培训。企业有专职管理人员:大型企业>中型企业>小型企业;将职业卫生列入预算:国有企业>外资企业>私营独资>其他企业。管理者中专职仅占18.1%,管理年限平均2.3年(中位数)。结论职业病法律法规宣传贯彻不够,用人单位对职业病防控重视不够,投入不足。监管部门应主动作为,加强申报工作事中事后管理。
Objective To understand the current status and existing problems of occupational hazards in employment projects in Huli area and to provide basis for safeguarding the rights and interests of laborers and strengthening the application and management of projects. Methods questionnaire of occupational health managers in 72 enterprises in the area and statistical analysis. Results The reasons for the reporting of occupational hazards in enterprises were as follows: occupational disease prevention and control laws and regulations, regulatory requirements, system certification requirements and customer requirements. Declared to explain when accounted for 88.9%. 79.2% of the applications were verified after verification, and 63.9% of the managers received training. Enterprises have full-time managers: large enterprises> medium-sized enterprises> small businesses; the occupational health included in the budget: state-owned enterprises> foreign-funded enterprises> private-owned> other enterprises. Management accounted for only 18.1% of full-time, management average of 2.3 years (median). Conclusion The propaganda and implementation of laws and regulations of occupational diseases is not enough, and the employing units pay insufficient attention to the prevention and control of occupational diseases and are under-invested. Regulatory authorities should take the initiative as, to strengthen the reporting work after the incident management.
