一、坍塌事故频频发生 近几年,我国建筑施工中发生的伤亡事故,仍以高处坠落、触电、物体打击和机械伤害为多,通常称上述四类伤亡事故为建筑施工安全生产的“四大伤害”。如1990～1992年的3年中,四大伤害事故造成的死亡人数,分别占当年建筑施工中因工死亡总人数的86.9％、83.6％及80.1％。为此,全国建筑施工系统中,努力把减少和消除四大伤害多故,列为建筑施工安全生产工作中的主要目标。但值得注意的是,近一两年中建筑施工不断地发生坍塌事故,不仅次数多,而且后果亦很严重。
