中国作为一个发展中大国,始终面临赶超发达国家的任务。关于如何赶超这个问题,目前大家接受的是利用我们的比较优势进行发展这个观点。利用比较优势发展经济,其隐含的一个重要结论就是不要醉心于高新技术,而是注意发展我们自己的“适当技术”。在一定的历史时期内,我们在技术水平上可能在各个领域都普遍落后,所以要集中财力发展一些别人早就搐过的、技术上比较成熟的产业。但只要我们的发展迅速足够快,就可以在一个不太长的时间内改变要素禀赋结构,然后再下大力气
As a big developing country, China has always been faced with the task of catching up with the developed countries. With regard to how to catch up with this issue, what we are currently embracing is the idea of using our comparative advantage for development. An important conclusion implied by the comparative advantages of economic development is that we should not become obsessed with high technology but pay attention to developing our own “appropriate technology.” In a certain historical period, we may be generally backward in technology in all fields. Therefore, we should concentrate on the financial development of some technologically sophisticated industries that others already trespassed. But as long as we grow fast enough, we can change the factor endowment structure within a short period of time before we make great efforts
