内蒙公安消防部门受农村实行联产承包责任制的启发,从1981年开始在部分地区尝试把防火安全工作纳入生产承包的范围,即各单位在进行经济承包的时候,也把防火安全工作列进去,不仅要完成生产指标,而且要搞好安全工作。1982年,他们继续进行摸索,并且从正反两个方面进行总结。实践证明,这样做有利于防火工作的开展。所以从1983年开始,他们在全区范围内,全面系统地实行防火承包责
