2008年10月,国家发展与改革委员会(以下简称发改委)公布了深化医疗卫生体制改革的征求意见稿。基本药物制度凭借着其对药品生产、流通、定价等整个产业链的影响成为新医改政策争议的热点之一。卫生部与人力资源和社会保障部(以下简称人保部)分别抛出了以政府为主导和以市场为主导的构建思路,在基本药物的供应模式及相关政府职能建设问题上针锋相对。
In October 2008, the National Development and Reform Commission (NDRC) announced the draft for deepening the reform of the health care system. The basic drug system has become one of the hot issues in the controversy over the new medical reform system by virtue of its impact on the entire industrial chain such as drug production, circulation and pricing. The Ministry of Health and the Ministry of Human Resources and Social Security (hereinafter referred to as the Ministry of Human Resources and Social Security) respectively set forth the construction thinking led by the government and marketed by the market. They are diametrically opposed to the supply of essential drugs and the construction of relevant government functions.
