在江苏省常熟市的一个开发区前,悬挂着两块引人注目的招牌:“高新技术开发区”和“软件研究开发伙伴基地”。然而,园区内空空荡荡,入园企业仅6家,且“没有一家达到科技型企业的标准”。记者在华东地区采访时发现,一些地方不顾本地经济基础和产业发展规律,争相上马所谓“高科技园区”。在发展“高新技术产业”的旗号下,重复建设的“第三次浪潮”正在掀起,造成资全浪费、有限的科技资源被稀释、产业分散和弱化。
In front of a development zone in Changshu City, Jiangsu Province, two attractive signs are hung: “High-tech Development Zone” and “Software Research and Development Partnership Base.” However, the park is empty and there are only 6 enterprises entering the park, and “none of them has reached the standard of science and technology enterprises.” When interviewed in East China, the reporter found that in some areas, despite the local economic foundation and the law of industrial development, they called for “high-tech parks”. Under the banner of developing “high-tech industries”, the “third wave” of repeated construction is starting to be set off, resulting in the waste of resources, the limited resources of science and technology being diluted and the diversification and weakening of industries.
