深圳经济特区作为我国对外改革开放的“窗口”和“试验场”。已经经过了10年的建设,国民经济得到了长足的发展,积累了相当的经济规模和国际经营经验,下一步的目标应是率先把自身融人国际经济循环之中,而不再是步发达国家或地区产业结构调整之后尘,广收并蓄别人淘汰的东西。因此,引进外资政策的着眼点将不再是外资进入有或无、多或少的数量问题,而是如何提高引进外资的品质,形成比较先进、合理的产业结构的问题。10年来,深圳在引进外资方面取得了显著成绩,从数量上看,经历了从小到大的发展过程:从质量上看,发生了从低级向比较高级的转化:从项目确定上看,从初期被动接受外商的意向到主动根据特区发展战略筛选项目;从引进形式上看,从初期的“三来一补”为主到以“三资”企业为主;从引进的行业上看,从初期主要引进饮食、旅游等服务业转向以引进适用先进型工业项目为主;从投资来源上看,从初期主要是香港中小资本扩展到28个国家和地区。目前特区“三资”企业实有数已超过3000家,企业注册总资本达32亿美元。已经形成了产业
