早在50多年前,毛泽东同志就尖锐地指出,形式主义是一种“幼稚的、低级的、庸俗的、不用脑筋”的东西,号召全党把这种“毛病切实改掉”。可是时至今日,形式主义非但没有绝迹,甚至在一些地方愈演愈烈,并且有所发展,有所创新。形式主义是官僚主义的一种表现,只图虚名,做表面文章,摆花架子,欺上瞒下,不深入实际做扎实工作,不讲实效,历来为人民群众所深恶痛绝。既然如此,形式主义为何屡禁不止呢?笔者认为,其一,搞形式主义可以省时省力,临阵磨刀,事前突击,应付了事,虽然是无用功,但不这样搞怎能交差?其二,形式主义是层层逼出来的产物。上级检查工作,走马观花,蜻蜒点水。听汇报,看资料已成为检查工作的模式,不深入实际,只求表面上的轰轰烈烈,助长了形式主义的盛行。
