本文认为,生产力是一种极为复杂的有机结合体.生产力诸要素可以分为两个层次:第一个层次是实体性要素,包括劳动者、劳动工具和劳动对象;第二个层次是附着性要素,包括科学、技术、教育、信息、管理、决策等.“科学技术是第一生产力”,正是在第二个层次的范围内提出来的.我国实现经济发展第二步战略目标,唯一可行的出路,是高度重视和大力发展科学技术.作者对于如何发挥技术在我国建设中的作用,提出了四个方面的意见.
