本文通过对国内外有关土地产权制度、集体林产权制度改革及其绩效进行了梳理与评述。针对集体林产权制度改革研究从林业产权制度、集体林产权制度变迁动因、集体林产权制度后续配套改革措施等方面进行了分析。新一轮集体林产权制度改革绩效从农民收入、森林资源状况及社会效应等方面进行了评价。在此基础上,对已有文献和开展进度进行了评述,并提出了将来研究方向。
This paper reviews and comments on the land ownership system and the reform of the collective forest property system at home and abroad. The research on the reform of collective forest property right system is carried out from the aspects of forestry property right system, the motivation of the change of collective forest property right system and the follow-up supporting reform measures of collective forest property right system. The performance of the new round of collective forest property rights system reform has been evaluated from the aspects of peasants’ income, the status of forest resources and social effects. On this basis, the existing literature and the progress made were reviewed, and future research directions were proposed.
