全区宣传纲的建设工作,在农村土改运动中,特别是爱国主义的生产竞赛运动和抗美援朝运动中,已有了进一步的发展。推动了各种运动,其中党的宣传员,特别显示了它联系党和人民群众的桥樑作用。实际经验证明:建立宣传纲,向人民群众进行宣传解释工作,是克服官僚主义命令主义倾向的一个极重要的行之有效的步骤。能够集中而有力地说明这个真理的,就是宣传员工作较好地区的群众给予宣传员的光荣称号:「我们的顾问」,「人人爱」。群众遇有疑难,便说:「问问宣传员去」。有些乡干部当了宣传员后,在执行任务时注意宣传政策,于是群众反应说:「作风变好了」。许多在官僚主义者命令主义者做起来很吃力的事,经过宣传员的宣传解释就可以把它做得很美满。实际经验还证明:建立宣传纲,不仅不会减少人手,妨碍中心工作,相反地,是增强了人手,有力地推进了中心工作。据河南经验,由于宣传员结合群众运动,及时反映群众思想情况,宣传当时当地的工作任务,还减少了不少会议。那些认为建立了宣传纲反而减少人手和妨碍中心工作的
