当前,一场新的技术革命的浪潮正在世界范围内蓬勃兴起。据专家们预测,新的技术革命可能在九十年代中期以后形成高潮。美国、日本、西欧和其它一些国家的新技术研究大体都可能在九十年代实现重大的突破。在本世纪末、下世纪初,现在已经突破和将要突破的新技术,运用于生产、运用于社会,将带来社会生产力的新的飞跃,导致社会、经济的一系列重大变革。如产业结构、劳动方式、生产管理体制等都可能出现一种崭新的形式。面对这日新月异的科学技术进步,世界各国都觉得形势逼人,不能掉以轻心。所谓“兵来将挡,水来土掩”,这句俗话简单明了
