2004年3月,十届全国人大二次会议在京召开。温家宝总理在《政府工作报告》中提出,从今年起逐步降低农业税税率,平均每年降低一个百分点以上,五年内取消农业税。胡锦涛总书记在中央政治局第十一次集体学习会议上强调,要牢固树立和切实落实科学发展观,深刻认识加快农业发展的重要性。抓紧在粮食主产区进行减免农业税的改革试点,保护种粮农民和粮食主产区生产粮食的积极性。
In March 2004, the second session of the Tenth National People’s Congress was held in Beijing. In his “Report on the Work of the Government,” Premier Wen Jiabao proposed that a gradual reduction of the agricultural tax rate from this year should be reduced by an average of over one percentage point each year and abolition of the agricultural tax within five years. At the 11th collective learning meeting of the Political Bureau of the Central Government, General Secretary Hu Jintao emphasized that it is necessary to firmly establish and effectively implement the scientific concept of development and deeply understand the importance of accelerating the development of agriculture. Pay close attention to pilot reforms in the reduction and exemption of agricultural taxes in major grain-producing areas and protect the enthusiasm of grain-growing farmers and grain-producing areas to produce food.
