一是决策前参与。我们在实践中感到,党委参与企业重大问题决策,不能仅局限于在决策时简单地提提意见和建议,而应当树立起超前参与意识,在决策酝酿过程中就积极主动地开展工作,为正确决策奠定良好的基础。在这方面我们注意把握好两点:(1)经常分析形势。从全面分析企业内外部经济形势变化入手,准确地把握各个时期的工作重点,及时向厂长提出决策议题的建议。(2)深入实际调查研究。对于涉及全局性的重要问题,决策前,党委组织力量开展专题调查,向厂长提出一些有价值的决策思想和依据,保证厂长正确
